ICCPR General Comment No. 20: Prohibition of Torture or Other Cruel, Inhuman, or Degrading Treatment or Punishment
This General Comment replaces General Comment No. 7 concerning prohibition of torture and cruel treatment or punishment. In particular, this General Comment reiterates the prohibition of medical or scientific experimentation without the free consent of the person concerned, specifically if the experimentation may be detrimental to their health. The General Comment also recommends that medical personnel must receive appropriate instruction and training on the treatment of any individual subjected to any form of arrest, detention, or imprisonment.
